Not too many years ago, food stamps were delivered solely through a parallel currency that was vulnerable to fraud and abuse. Cash assistance was delivered via checks that needed to be converted to cash or money orders often at usury rates. Beginning in 1990, Imadgen staff helped build alliances between the states, federal agencies, retailers and banks to move from paper to electronics. Today, checks and paper food coupons have been virtually eliminated. Fraud and abuse is significantly reduced and administrative costs continue to decrease allowing critical funds to be applied to benefits rather than administration.
