With over 100 years of combined experience, Imadgen's executives have helped organizations meet their goals and objectives by solving real problems and developing and implementing solutions that work. Imadgen's executives founded the former Phoenix Planning and Evaluation, Ltd., which assisted the majority of states in the implementation of Electronic Benefits Transfer (EBT).
Margaret Melhem, Partner
Margaret has over 20 years program management and IT consulting experience focused on feasibility, design, acquisition, integration and evaluation of card-based electronic benefit, smart card, identity management and credentialing systems for state and federal clients. Margaret was formerly the Acting President of MAXIMUS Inc. Enterprise Solutions Division, specializing in providing credentialing and e-authentication solutions to the federal government. Margaret was Officer-in-Charge for efforts that included federal e-authentication, compliance with HSPD-12, and technology evaluation for the TSA's Transportation Worker Identification Credential (TWIC) program.
Eugene Costa, Partner
Gene Costa has over 26 years experience consulting to state, local and federal government and trade associations. Since 1990 he has been primarily involved in providing specialized services to his clients in the areas of benefit and service delivery; smart card, biometric and identity management solutions; and in building and using networks and partnerships to achieve effective collaborative arrangements. During this time Gene has assisted over 25 states implement EBT solutions including the Southern Alliance of States (SAS) and the Western States EBT Alliance (WSEA). Gene was with MAXIMUS Inc. for eight years, where he was President of the Enterprise Solutions division, the Intelligent Technologies division, and the Health and Human Services Systems Segment. Prior to joining MAXIMUS, he was Senior Vice President and co-founder of Phoenix Planning & Evaluation, Ltd.
Cheryl Owens, Partner
Cheryl has over 22 years of professional experience with 15 years consulting to state and federal governments, providing strategic planning, acquisition support, quality assurance and program evaluation. Prior to joining Imadgen, Cheryl was Senior Director in charge of client relations and program performance for the MAXIMUS Inc. ID management operations, which included federal programs for the Transportation Worker Identification Credential (TWIC), e-authentication, e-government, and HSPD-12. Cheryl has worked on projects with the US Department of Education, the Transportation Security Agency, the Environmental Protection Agency, the US Treasury, WSEA, the Port Authority of NY and NJ, and numerous other state and local government agencies.
